Heidelberg Materials Belgium is currently looking for a
PERMIT, REAL ESTATE & ISO SYSTEMS
COORDINATOR AGG
to join the team at our headquarters in Braine-l’Alleud.
In this role, you will develop and implement the Real Estate Strategy to support sustainable aggregates extraction and future permit planning. You will also support the Permit Manager with Class 1 permits and you will be responsible for managing Class 2 and town planning permits.
You will ensure compliance with ISO 9001 and 45001 standards, while leading continuous improvement and internal audit processes. Additionally, you will manage the AID non-conformities module for AGG, promoting a culture of quality and efficiency.
Your position is based in Braine-l’Alleud, but will also require frequent travel to operating sites and local authorities.
Your tasks & responsibilities:
Land management & Real Estate Portfolio management:
You will support in the maintenance and use of a tracking tool for real estate data and land-related data;
You will develop and implement strategies for land acquisition, resale and value enhancement (of unused land);
You will collaborate with internal teams to insure the sustainability of extraction activities and an optimal situation for future permits requests;
Together with the Operations, you will define the strategy for managing our real estate portfolio, particularly that of Quenast, and you will lead implementation and monitoring of it.
Permits coordination - in close collaboration with the Permit Manager Aggregates :
You will support the Permit Manager in handling class 1 permits and develop expertise in this critical area to eventually become a full back-up for the Permit Manager, and when needed, manage class 1 permits independently;
You will have the full management of urban planning permits and class 2 permits;
You will coordinate with local and regional authorities for the acquisition and renewal of permits;
You will proceed to regulatory monitoring and compliance with applicable standards;
You will manage relations and files related to AIS, in collaboration with the Quenast site manager;
You will participate in neighborhood committees, public inquiries (RIP), and other similar events.
ISO Systems & Certifications - in close collaboration with the Land & IMS Coordinator Benelux and the Technical Support & Quality Manager:
You will manage, coordinate and promote the ISO Aggregates certifications (ISO9001 – ISO45001) in Belgium and the Netherlands;
You will coordinate actions and internal/external audits; you will define the annual goals and policies by ensuring relevant resources are put at disposal; you will implement relevant KPI and manage the reporting tools (claims tool – non-conformities tool), in order to match the systems (procedures and operations) with the field reality;
You will perform a permanent follow-up of the systems related to legal evolution (law, standards, …) and market constraints (customer requirements, …);
You will ensure all data reporting are following all relevant legislation and guidelines, by collecting, checking and interpretating QSE data with regards to aggregates production facilities throughout Belgium and the Netherlands;
You will liaise with external controllers and auditors, QSE Managers and Plant Managers, in order to obtain relevant data as input for the Management review;
You will update the procedures, instructions, documents, also to ensure the link with the Product standards requirements (CE, Benor, etc.), by performing a continuous sensibilization to risks approach and continuous improvement and organizing trainings on updates.
Job requirements
Your profile:
You hold a Degree in Real Estate Management, Law, Environment or a related field.
You already have a significant experience in land management, permit coordination and quality management systems & certifications in an industrial environment, with knowledge of local and regional regulations related to extraction, environment, or other relevant permits.
You already worked with ISO management systems.
You speak and write fluently in French and English. Dutch is a plus. You are a strong communicator with a good sense of persuasion and assertiveness.
You demonstrates skills in organization, negotiation and decision-making.
You are proficient in PC-based software applications, as MS office.
